Backgrounder

     Under the Labor Code, as amended by Republic Act No. 6727, the NWPC is mandated, among others, to formulate policies on wages, productivity and income and prescribe rules and guidelines for the determination of appropriate minimum wage at the regional, provincial or industry level.

     The approved DOLE Rationalization Plan pursuant to Executive Order No. 366 (Directing a Strategic Review of the Operations and Organizations of the Executive Branch and Providing Options and Incentives for Government Employees who may be Affected by the Rationalization of the Functions and Agencies of the Executive Branch), transferred to the NWPC the wage related functions of the Bureau of Working Conditions (BWC) specifically Facility Evaluation (FE) and Time and Motion Studies (TMS).

     Administrative Order No. 357 series of 2010 clarifies and delineates the duties and responsibilities of the NWPC, Regional Tripartite Wages and Productivity Boards (RTWPBs), Bureau of Working Conditions (BWC) and DOLE Regional Offices (ROs) in the conduct of Facility Evaluation and Time and Motion Study functions.

     The conduct of Time and Motion Study  shall determine whether the piece rate/production standards (quota) prescribed by the employers for their employees are fair and reasonable.

Objectives

  • To help MSMEs measures the amount or quantity of work done by employing work improvement and measurement study.
  • To arrive at  fair and  reasonable piece rate/production standards.

Mechanics of Availment

     Interested party (MSMEs) to send their formal request to RTWPB in their area/region for the conduct of WIMS. 

     On 01 April 2013, DOLE Secretary Rosalinda Dimapilis-Baldoz approved Department Order Nos. 125-13 and 126-13 or the revised Guidelines in the Conduct of Time and Motion Study and revised Guidelines in the conduct of Facility Evaluation, respectively.

     One of the most salient amendments is the inclusion of a 35 days process-cycle time where the concerned RTWPB shall, form the time the application is accepted, submit a report & recommendation to the DOLE Regional Director within 30 days. And the DOLE-RD has 5 days to act upon the recommendation of the RTWPB.

3. Secure authority to conduct TMS
4. Meeting - rules of engagement
5. Conduct of TMS
6. Post/closing meeting
7. Submission of post-evaluation report to DOLE-Regional Office
8. Issuance of Piece Rate/Production Standard Order 5 days

- Appeal to NWPC within 10 days from receipt
