Qualification Standards:
Education Master’s Degree or Certificate in Leadership and Management from the CSC
Experience 4 years of supervisory/ management experience
Training 40 hours of supervisory/ management learning and development intervention

Key Duties, Responsibilities and Authorities:
  1. Provides consultative and advisory services to NWPC officials in reaching out substantive decisions on matters relating to employment generation, facilitation, preservation and maintenance of industrial peace, employment enhancement and protection;
  2. Oversees the implementation of major research and other project activities of the Division and evaluate recommendations based on these duties;
  3. Assists the Director in undertaking technical supervision over the Divisions’ counterparts in other DOLE offices, and/or implementing laws and policies and programs;
  4. Supervises the implementation of programs and projects assigned to the Division;
  5. Directs the study, review, analysis of laws, policies, rules and regulations affecting the organization’s programs and projects and submit necessary recommendations;
  6. Supervises the development, preparation/review of reports, project proposals, information materials on the organization’s areas of concern;
  7. Establishes linkages and/or confers with governmental and non-governmental agencies, employers and workers organizations regarding policies, programs, research priorities on the Division’s area of operation;
  8. Renders technical assistance to other units of the office/agencies both public and private on areas of concern;
  9. Represents the organization in regional/national and/or international meetings, committees and conferences when so directed by the Executive Director;
  10. Exercises general supervision and evaluates all activities and outputs of his subordinates;
  11. Implements establish labor laws, policies, rules, regulations and standards;
  12. Performs such other functions as may be assigned
