ABULUG, CAGAYAN — The Regional Tripartite Wages and Productivity Board – II (RTWPB-II), in partnership with the Department of Labor and Employment (DOLE) and the Public Employment Service Office (PESO) of Abulug, successfully conducted a training on ISTIV Values for a Productive and Smarter Workforce on 28 May 2026 in Abulug, Cagayan.

A total of 62 representatives from micro, small, and medium enterprises (MSMEs) and Sustainable Livelihood Program (SLP) associations gathered to strengthen both their mindset and workplace practices under the ISTIV framework—Industry, System, Time, Innovation, and Value for Work.

The activity aimed to instill core values that drive efficiency, innovation, and discipline among local enterprises.

Ms. Shayne Naree Beltran, Labor and Employment Officer (LEO) III, guided the participants on how these values can be translated into daily workplace habits that improve productivity and business performance.

Complementing this, Atty. Winnie Joy C. Talamayan-Ferrer, Supervising LEO, provided an orientation on wages and productivity, reinforcing the importance of productivity and productivity-based incentive schemes as pillars of sustainable growth.

Meanwhile, Ms. Gloria M. Alvaro of the DOLE-Cagayan Field Office delivered a lecture on general labor standards, equipping participants with essential knowledge on workers’ rights and employers’ responsibilities.

Beyond the lectures, participants highlighted practical takeaways that they can immediately apply in their enterprises. Many shared that the training helped them realize the value of time management and the systematization of tasks, noting that small improvements in workflow can lead to significant gains in productivity. Others emphasized the importance of innovation, recognizing that adopting new ideas—even in simple processes—can strengthen competitiveness in today’s fast-changing market.

One participant expressed that the session served as a “wake-up call” to prioritize discipline and accountability, while another noted that understanding labor standards gave them greater confidence in managing their workforce responsibly.

PESO Manager Ms. Rochelyn C. Bautista underscored the long-term impact of the initiative, stating:

“Through this partnership, we are not only providing knowledge but also shaping the mindset of our MSMEs and SLP associations. When workers and employers embrace the right values, productivity follows—leading to stronger businesses and a more resilient local economy.”

The training highlights the continuing commitment of RTWPB-II, PESO-Abulug, and DOLE to empower grassroots enterprises by promoting both productivity and decent work—key drivers in building a smarter and more future-ready workforce.
