The 2026 Department of Labor and Employment (DOLE) Bicol Human Resource (HR) Conference brought together human resource practitioners, business leaders, government representatives, and development partners on March 8, 2026 in Legazpi City to discuss strategies for strengthening workplace programs and employee welfare.
With the theme “From Compliance to Commitment: Transforming HR Managers into Strategic Family Welfare Program (FWP) Partners,” the conference highlighted the vital role of HR managers in promoting healthy, productive, and family-centered workplaces, while bringing together over 50 micro, small, and medium enterprises (MSMEs) from across the Bicol Region for learning, collaboration, and the exchange of experiences on implementing responsive and sustainable workplace programs.
National Wages and Productivity Commission (NWPC) Executive Director Maria Criselda R. Sy and Deputy Executive Director Elvira P. Jota graced the event, reinforcing the Commission’s commitment to workers’ welfare, productivity enhancement, and sustainable workplace development.
“Family Welfare Programs are not merely compliance mechanisms but essential investments in people. When employees feel supported both in their work and family life, organizations become more productive, resilient, and people-centered,” said Executive Director Sy in her message.
The discussions during the Conference focused on the importance of implementing effective Family Welfare Programs (FWP) in the workplace to help cultivate inspired, happy, and productive employees. Investing in employee well-being and family-centered initiatives, beyond mere labor compliance, were emphasized as ways to improve work morale, better workplace relationships, and enhance organizational productivity and business growth.
Resource speakers Anthony Martin Pangilinan and Romeo S. Tan shared insights and best practices on employee engagement, workplace welfare programs, and people-centered management approaches.
The Conference concluded with participants reaffirming their commitment to advancing people-centered and family-responsive workplace policies that contribute to inclusive and sustainable growth in the region. (Rizza Jane Z. Deblois)
