NWPC holds first Area-Based Briefing on the Omnibus Rules on Minimum Wage Determination

The Commission held the first area-based briefing on the Omnibus Rules on
Minimum Wage Determination via Zoom on January 20, 2021 with the Visayas
Regional Tripartite Wages and Productivity Boards.

In her opening message, DOLE Undersecretary Ana C. Dione, Chairperson-
designate of the Commission underscored the importance of the collaboration of the
Commission and the Regional Boards in continuously improving the Omnibus Rules
for the effective implementation of the minimum wage policy. Executive Director
Maria Criselda R. Sy, meanwhile, explained that the purpose of coming out with the
Omnibus Rules is to consolidate existing rules on minimum wage fixing and
exemption, 4 guidelines and 5 amendatory resolutions issued by the Commission for
ease of just having one reference document.

Atty. Alvin B. Curada explained the salient amendments to the Rules such as
the change in the non-disturbance clause, removal of supervening conditions,
reducing process cycle times, dispensing with the issuance of IRRs, and limiting
exemptible categories to retail/service establishments employing less than 10
workers and establishments affected by calamities.

This was followed by an open forum moderated by Deputy Executive Director
Patricia P. Hornilla with the NWPC Commissioners providing clarity and explaining
the wisdom and intent of the amendments.
