The NWPC family honors Undersecretary Ciriaco Lagunzad III for his outstanding public service as a part of NWPC and DOLE family for more than thirty years.
As a public servant, his career has come full circle. He was an HR strategist, regional operations specialist, diplomat, productivity guru, wage specialist and policymaking expert. He began his NWPC journey as a Senior Manpower Development & Utilization Specialist in the National Productivity Commission in 1988. After that, he briefly assumed the post of Director III in DOLE-HRDS before going back to his NWPC family as Deputy Executive Director in 1990.
He eventually became NWPC’s Executive Director in 1997. Under his stewardship, he led the organization to greater heights and introduced trailblazing reforms. One of them is the Two-Tiered Wage System, a part fixed, part performance based compensation scheme. The system also tightened the link between wages and productivity, paving for the issuance of wage advisories in priority growth sectors and key employment generators. He also helped in the roll-out of the Batas Kasambahay and the development of productivity training programs, later to be packaged as the Productivity Toolbox.
In 2013, he assumed the position as Undersecretary of DOLE’s Workers Protection and Internal Auditing Cluster. Now, he is ready to proudly look back on his accomplishments and retire to private life.
