RTWPB-III Joins DOLE RO3 for AMP Capacity Building for MSMEs

PAMPANGA – The Regional Tripartite Wages and Productivity Board Region-III (RTWPB-III) joined the Department of Labor and Employment Regional Office III (DOLE RO III) for a two-day Consultation Meeting and Workshop on the Implementation of the DOLE Adjustment Measures Program (AMP) held on 13 to 14 May 2026, at Clark Freeport Zone, Pampanga.

The activity, which brought together 45 participants from DOLE RO3’s Inspection, Monitoring and Statistics Division (IMSD), Technical Support and Services Division II (TSSD II), Field Office Heads, AMP Focal Persons, and support staff, also included three representatives from RTWPB-III as part of the multi-agency effort to strengthen the unified implementation of the program across the region.

Grounded in Department Order No. 241, Series of 2024, the DOLE Adjustment Measures Program aims to reduce and mitigate the vulnerability of workers and enterprises from economic disruptions, while enhancing their capacity for job preservation and generation, improving human resource and enterprise viability, and raising levels of productivity and competitiveness among Micro, Small and Medium Enterprises (MSMEs).

The two-day workshop served as both an orientation and a practical capacity-building exercise for all program implementers. The first day featured an in-depth discussion on the legal basis, eligibility requirements, and types of assistance available under DO 241 and 241-A, followed by a hands-on orientation on the program’s process flows and prescribed documentary forms. The second day centered on the presentation and evaluation of actual project proposals, where each DOLE Field Office and RTWPB III each presented one proposal covering MSMEs they have identified and assisted, outlining how the DOLE AMP’s targeted interventions — including job preservation support, skills upgrading, and enterprise resilience assistance — could be extended to help these enterprises cope with economic disruptions. The day concluded with a briefing on Progress Monitoring Reports and Division Performance Commitment and Review (DPCR) Targets.

The capacity building activity is expected to significantly strengthen RTWPB-III’s ability to assist MSMEs in availing of the DOLE Adjustment Measures Program by equipping Secretariat members with a thorough understanding of the eligibility criteria, required documentation, and step-by-step application process. With this knowledge, RTWPB III is better positioned to guide MSME employers and their workers through the program, ensuring that assistance reaches those who need it most with minimal delays and technical errors.

The workshop likewise underscored the importance of a unified approach to program implementation, with all participating offices aligning on standard procedures in compliance with procurement processes and auditing rules. By synchronizing efforts across DOLE RO3 and its partner agencies, the activity aims to ensure that all AMP applications in 2026 move efficiently from submission to disbursement.

The convergence activity highlights the government’s collaborative commitment to building a more resilient workforce and enterprise sector in Central Luzon, with RTWPB-III playing an active role in extending the reach of DOLE’s safety net programs to the MSMEs it serves across the region.
