The Regional Tripartite Wages and Productivity Board IV-A (RTWPB IV-A) provided technical assistance to JAC Liner, Inc., LLI Bus Company, Inc., and Metro Manila Bus Company, Inc. in developing a compensation scheme for public utility bus transport workers on 22 September 2026.
Held at the RTWPB IV-A Office, the session was facilitated by Maria Elena De Belen and brought together drivers and conductors from the participating bus companies.
The technical assistance aimed to provide a structured approach to compensation while taking into consideration the nature of work and performance of public utility bus drivers and conductors.
It also provided an avenue for operators, drivers, and conductors to discuss the proposed compensation arrangement and share their inputs. Through the discussions, participants explored a compensation scheme that could be mutually agreed upon by management, drivers, and conductors.
The Part-Fixed and Part-Performance-Based Compensation Scheme is a compensation scheme for bus drivers and conductors wherein the fixed component shall be based on an amount mutually agreed upon by the owner/operator and the driver/conductor, which shall in no case be lower than the applicable minimum wage. The performance-based component shall be based on safety performance and business performance such as ridership, revenues/profitability, and other related parameters.
The activity underscores the Board’s continuing commitment to promoting fair compensation, constructive dialogue, and practical productivity-based approaches that respond to the realities of workers and employers in the public utility bus transport sector. (Ma. Khelly J. Victoriano)
