RTWPB-IX holds public hearing for domestic workers’ wages

The Regional Tripartite Wages and Productivity Board IX (RTWPB-IX) on 12 April 2026 conducted a blended public hearing in Tetuan, Zamboanga City to review kasambahay (domestic worker) wages.

A total of 40 kasambahay and six other stakeholders attended the in-person session, while additional participants from outside Zamboanga City joined via Zoom.

In his preliminary statement, Director Albert E. Gutib, Chairperson of RTWPB-IX, acknowledged the challenges brought about by the Middle East oil crisis and assured stakeholders that the Board is exerting all efforts to extend assistance within its mandate. He also emphasized that in wage determination, the Board must strike a balance between the needs of workers and the employers’ capacity to pay.

During the open forum, stakeholders shared their sentiments and proposals regarding possible wage adjustments. Ms. Mercedita Gaballo, President of the ZamPen Association of Kasambahay (ZAK), proposed a monthly wage increase of ₱1,000.00, citing the rising cost of basic goods.

Meanwhile, Ms. Juliet N. Tigo, Regional Coordinator of the National Anti-Poverty Commission, recommended a more moderate increase of ₱500.00 per month, noting the high rate of non-compliance with the prevailing minimum wage based on a rapid survey. She also requested assistance from the Department of Labor and Employment Regional Office IX to support displaced domestic workers during summer breaks through the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program. She explained that domestic workers employed by teachers are often placed on forced leave during school breaks, resulting in temporary displacement.

Chairperson Gutib directed the officers of ZAK to secure a list of displaced domestic workers, supported by certifications from their respective employers as proof of displacement.

Vice Chairperson Al Zamir Lipae, Board Members Edgar B. Lim, Michael Dela Cruz, and Carlo B. Catis also attended the public hearing while Vice Chairperson Maria Felicidad Guerrero and Board Member Princess Nellaine Yting participated via Zoom. (Atty. Brenda M. Quintas)
